For several decades there was a radio talk-show host (Jim White) in St. Louis whose recurrent comment on some item in the current news was, “You can’t fix stupid!” Wanting to believe in the possibility of redemption, I waver between thinking Jim White was right — but maybe not. Your sense appears somewhat along the same lines.

I have always held that individuals are not stupid, but once you get a group together, the intelligence plummets.

Speaking of which, there’s a leak in my faucet whenever I turn the handle. And there’s a hole in the very middle of my sink. The water that leaks out of the faucet goes down the hole. What’s up with that? Maybe I should call a plumber.
